On Wednesday, the Kremin announced that Russian President Vladimir Putin had visited Russia’s Kursk region on Tuesday. It marked Putin’s first visit since Moscow claimed it recaptured Kursk from Ukraininan forces last month. Ukraine’s incursion into Kursk in 2024 was the first time a foreign power occupied Russian territory since World War II.
President Putin has not yet accepted US and European ceasefire proposals, stating that the "root causes of the war" need to be addressed before negotiations can begin. On Wednesday, Russian Foreign Minister Sergey Lavrov said the motive for a Western-backed truce is for the US and Europe to "calmly arm Ukraine, so that Ukraine can strengthen its defensive positions".

DW interviews Michael Kimmage, Historian and Associate Professor at the Catholic University of America. He served on the Policy Planning Staff at the U.S. Department of State between 2014 to 2016, where he held the Russia/Ukraine portfolio.
