Canada’s Carney quips he is not proposing new bloc ‘with better manners’

Canadian Prime Minister Mark Carney joked that he was not proposing a third bloc, "with better manners," as he welcomed the proposal of Canada becoming an "associate member" of the European Union in an address to EU lawmakers.
