    Biden Authorizes Limited Use of U.S. Weapons by Ukraine for Targets Near Kharkiv

    Joe Biden has authorized Ukraine to use American-supplied weapons for targeting Russian military locations near the Kharkiv region, according to U.S. officials. The guidance specified that these weapons are to be used for “counter-fire purposes” to respond to Russian forces that are attacking or preparing to attack Ukrainian positions.

    Recent developments have seen Russian forces gaining ground in the Kharkiv area, which is situated close to the Russian border, following an unexpected offensive. In a recent attack, Russian shelling targeted a residential area in a Kharkiv suburb, resulting in three fatalities and 16 injuries.

    Despite this escalation, a U.S. official emphasized that the longstanding U.S. policy prohibiting the use of the Army Tactical Missile System (ATACMS) or other long-range strikes inside Russia remains unchanged. The official clarified, in response to inquiries about whether the policy includes engaging Russian aircraft, that Ukraine has never been restricted from defending itself against Russian aircraft over Russian territory.

    There has been no immediate response from the White House or the State Department regarding this matter. Meanwhile, the UK has indicated a willingness to consider less restrictive use of weapons supplied to Ukraine. This sentiment is echoed by some European leaders who have advocated for a relaxation of these restrictions despite potential risks of escalating the conflict.

    The majority of Ukraine’s military aid comes from Washington, which has been cautious about modifying these restrictions due to concerns about further escalation. However, U.S. Secretary of State Antony Blinken, during a recent visit to Moldova, hinted at a potential shift in policy by stating, “At every step along the way, we’ve adapted and adjusted as necessary,” suggesting a readiness to reconsider the approach as situations evolve.

    Russian forces have capitalized on a strategic opportunity to advance into deeper Ukrainian territory in Kharkiv while Kyiv awaits additional support from Western weapons. A recent attack involved Russian forces deploying glide bombs against a supermarket in Kharkiv, resulting in at least 12 deaths and numerous injuries.

    Additionally, the regional governor of Kharkiv reported that Russian shelling had damaged a five-story apartment block in the Novobavarskyi District, causing destruction and a fire. This attack killed at least three people and injured 16, including two children who were hospitalized. The local official accused Russia of deliberately targeting civilian infrastructure and employing a “double-strike tactic,” which involves attacking the same location multiple times to hit rescue workers who arrive at the scene.
