The shadow exchequer secretary to the Treasury has refused to be drawn on how much the Conservatives would have given to the NHS if they had held a budget this week.
Gareth Davies said his party would not have pumped billions into public services without "productivity gains" in the sector.
The chancellor announced this week she was raising £40bn of taxes to fund public spending.
