Shadow home secretary Chris Philp says the number of people getting welfare is "far, far too high", and the thresholds to make claims are "too low and too easy".
He says that increasing spending on defence would mean cuts on civil service and reducing welfare bills. Mr Philp says the UK is spending a "huge amount" on benefits "for working age people, who frankly could be working more".
Mr Philp says that people who are "genuinely disabled" and unable to work should be "looked after" but assessments have "gone far too wide" and "people are getting signed off for anxiety".
