Education Secretary Bridget Phillipson has described the incident in Liverpool as "utterly tragic scenes".
Four children were among dozens of people injured after a car hit several pedestrians during Liverpool FC’s trophy parade through the city on Monday.
She told Sky News: "As the Prime Minister said we were all shocked by what we saw and I want to start by just paying tribute to the emergency services for their phenomenal response on the ground.
"I want to send my thoughts to all of those affected by what’s taken place."
