John Healey says it has been "deeply uncomfortable" to cover up the data breach regarding thousands of Afghans, and which led to a separate, secret resettlement scheme.
Describing how the data breach happened, he says an official at the Ministry of Defence thought they were sending a spreadsheet relating to 150 people, but it actually had the names and contact details of 18,714.
