Conservative leader Kemi Badenoch says people should use their own "common sense" in deciding to whether to wear a mask in public.
It comes as the head of NHS providers called on the public to don masks to help tackle a "tidal wave" of illness this winter.
Ms Badenoch said she was not in favour of a return to COVID era mask mandates – but said the public should ask themselves whether they are putting the health of others at risk by not covering up.
