An Immigration and Customs Enforcement agent shot and killed a woman Wednesday during an immigration-related operation in Minneapolis in which she did not appear to be the target, local and federal officials said. “It was an act of domestic terrorism,” Homeland Security Secretary Kristi Noem said at a news conference Wednesday evening.
