Cuba has begun rationing oil after US President Donald Trump cut off supplies from Venezuela, and threatened to impose tariffs on any country that sells oil to the island. Russia has accused the US of trying to ‘suffocate’ Cuba, as Air Canada has suspended flights to Havana over a shortage of aviation fuel. Selina Downes reports from Washington.
