The government has U-turned, reinstating a swathe of local elections after previously cancelling them. This was forced by a change in the legal advice to the government on them.
Speaking to Sky News health minister Stephen Kinnock says he cannot say what changed in the legal advice, as he is not part of the relevant department.
"I’m not going to stand here today and pretend the change in the legal position is ideal," he adds. "But what I will say is all of the decisions we take are based on what we believe to be in the best interests of the British taxpayer and of the British people."
