Palestinian President Mahmoud Abbas has called parliamentary elections for November 28, the first since 2006, with presidential elections planned for early next year. While some Palestinians hope the vote will bring change, ongoing conflict, political divisions and uncertainty over voting in occupied West Bank and occupied East Jerusalem cast doubt on whether the elections can take place.
