Thousands of people in Paris are living on the streets. Beneath bridges, in tents, and in makeshift camps, they seek shelter from violence and, during the summer months, from heatwaves and severe storms.
Some encampments are tolerated, while others are regularly cleared by authorities, only to reappear elsewhere. At the same time, funding for permanent emergency shelters has been cut by the French government. An increasing number of aid organizations accuse the state of failing to meet its responsibilities toward vulnerable people.
