A hurricane watch was in effect along parts of the southeastern Texas coast on September 1 as Tropical Storm Edouard approached landfall. Footage captured by storm chaser Chad Casey showed conditions in the Sabine Pass area of Port Arthur. The National Weather Service warned of heavy rain, flash flooding and wind gusts exceeding 50 MPH, with the watch covering Nederland, Port Arthur, Sabine Pass and Sea Rim State Park.
