A Lee’s Summit resident appeared before City Council in a reflective disco suit carrying a homemade mock Flock camera he said cost about $30, contrasting it with the city’s five-year, $909,150 Flock agreement covering 55 units. Contract records indicate Flock retains ownership of the hardware, while the city says its ALPR system is used for stolen vehicles, wanted or missing persons, and investigative leads.
