Heavy rains flooded Libya’s capital, Tripoli, on October 13, submerging vehicles and killing a bank employee who was electrocuted while entering his workplace. Fast rising flood waters forced motorists to scramble from cars, while other parts of the city were inundated, including a central hospital. Authorities ordered emergency drainage operations and closed the capital’s ring road, while electricity was shut off in some districts to reduce the risk of further accidents.
