The flood of migrants over the border into Ceuta was only the newest chapter in a European migrant crisis that has lasted for more than a decade. As the fabric of Europe has evolved, so has its stance on migration. Starting with compassion, residents grew anxious and fearful as larger numbers of migrants and refugees gave way to a rise in crime across the continent, and the far right has harnessed those emotions as they grow their popularity and power.
