The shadow House of Commons leader has accused the government of being "dishonest" after the chancellor confirmed fiscal rules will be rewritten in the budget.
Chris Philp said the Labour Party had promised "not to fiddle the borrowing rules" and then won the general election with a certain set of plans.
"The chancellor has been dishonest with the British public," he said.
