Defence Secretary John Healey has told Sky News the government is making "slow progress" on the migration crisis.
He was speaking ahead of a meeting between Sir Keir Starmer and Emmanuel Macron, where the two leaders are expected to agree to a "one in, one out" deal.
Under the scheme, the French would accept the return of those who illegally arrive in the UK in exchange for the UK accepting the same number of asylum seekers with a family connection in Britain.
