As Pakistan recovers from the August floods, a controversial urban scheme for its second-largest city Lahore has come under scrutiny. For decades, the River Ravi was little more than a dry channel. But this year, record rains and upstream dam releases brought it roaring back, flooding construction sites and homes built on land once officially classified as flood-prone. Mikail Malik reports.
